Exporting to Japan Under RCEP: Verify Origin Before Tariff Savings

Check origin before calculating a tariff saving

RCEP is the first free-trade framework jointly linking Korea and Japan and took effect in Korea on February 1, 2022. Shipping a product from Korea does not automatically make it RCEP-originating. Exporters must first identify the tariff line and the applicable product-specific rule of origin.

Not every tariff benefit is immediate

Tariff reductions are phased and vary by product. Some Japanese tariff lines already have a low or zero normal duty. Compare the correct HS classification, Japan’s current ordinary tariff and the relevant RCEP preferential rate before paying to prepare origin documentation.

Three routes to origin status

Qualifying goods may be wholly obtained, produced exclusively from originating materials, or satisfy product-specific rules. Those rules can involve changes in tariff classification or regional value content, but there is no single test that applies to every product. In some cases originating inputs from other RCEP members may be accumulated under the agreement.

Watch tariff differentials and minimal processing

The agreement can apply different tariff treatment depending on the exporting country and relevant RCEP country of origin. Simple relabeling or repackaging of imported finished goods may not establish Korean origin. Check the Japanese tariff schedule and the relevant origin provisions, particularly when Chinese or ASEAN inputs are involved.

Document issuance and later verification

Korean exporters may use competent-authority certification or eligible approved-exporter declarations, subject to the current framework. Keep supplier origin declarations, bills of materials, manufacturing flow charts, purchase invoices and cost records. Japanese customs may verify origin after importation; insufficient evidence can lead to lost preference and additional duty for the importer.

Exporter checklist

Confirm the HS code, both tariff rates, the product-specific rule, any tariff-differential provisions, input origins, supporting documents and permitted certification method. The Korea Customs Service FTA portal, Japan Customs and regional FTA advisers can help.
